Sporadic Gunshots in Jos North (rikkos)

There are reports of sporadic gunshots emanating from Dutse Uku, a suburb of Jos North LGA, Plateau State.

Though security personnel are said to have been drafted to the scene of the unrest and working to bring calmness to the areas involved, the public are advised to be vigilant and cautious of movement around Rikkos, Dutse Uku, Cele Bridge, Tina Junction and Bauchi Ring Road all in Jos North LGA.

Some houses were reportedly torched by the violent that erupted.

Residents were seen running helter skelter in the mentioned areas.

It was reported that a yet to be identified man was killed in the stream where he went to wash cloths.

Few casualties have been reported with no authentic figure at the time of this report

TEXT OF A SPECIAL BROADCAST BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF PLATEAU STATE, RT. HON. SIMON BAKO LALONG TO THE CITIZENS OF PLATEAU STATE. TUESDAY 14TH AUGUST 2018.

Fellow Citizens,

IT IS WITH A DEEP SENSE OF HONOUR AND RESPONSIBILITY THAT I ADDRESS YOU TODAY ON ISSUES OF GOVERNANCE AS THEY AFFECT THE WELFARE AND GENERAL DEVELOPMENT OF THE STATE.
I MUST REITERATE THAT IN SPITE OF DAUNTING CHALLENGES, WE HAVE MADE REMARKABLE PROGRESS IN THE DIFFERENT SECTORS. WE GIVE GOD THE GLORY FOR THE COOPERATION AND UNDERSTANDING OF THE CITIZENS AND THE WORKING CLASS, WHO HAVE BEEN TOILING DAILY TOWARDS ENSURING THAT WE REACH OUR DESTINATION AND DELIVER ON OUR PROMISES.
IDEALS OF THE RESCUE ADMINISTRATION.
YOU WILL RECALL THAT IN MY INAUGURAL BROADCAST TO THE STATE ON 29TH MAY 2015, I MADE FAR-REACHING AND FIRM COMMITMENTS ON STRATEGIC POLICY ISSUES TO BE IMPLEMENTED IN LINE WITH THE YEARNINGS AND ASPIRATIONS OF THE CITIZENRY. OVER THE YEARS WE HAVE TRIED TO CONSOLIDATE ON THE PEACE AND CONFIDENCE BUILDING PROCESSES, WHICH ARE PANACEA FOR GOOD GOVERNANCE AND DEVELOPMENT.

AS I EXPRESS APPRECIATION FOR THE GENERAL CONCERNS AND IMMENSE CONTRIBUTIONS OF THE CITIZENS, I ASSURE THAT GOVERNMENT REMAIN COMMITTED TO THE FACT THAT ALL THOSE UNFORTUNATELY DISPLACED SHALL BE RETURNED TO THEIR HOMES. I HAVE RECENTLY SET UP A COMMITTEE ON THE RELOCATION, REINTEGRATION AND RESETTLEMENT OF INTERNALLY DISPLACED PERSONS (IDPs) IN THE STATE. THE COMMITTEE HAS SINCE SWUNG INTO ACTION, AND GOD WILLING, WE SHALL ACHIEVE OUR GOALS. I THEREFORE URGE ALL CONCERNED TO COOPERATE WITH THEM AS THEY CARRY OUT THE ENORMOUS TASK.

UPDATE ON INFRASTRUCTURAL DEVELOPMENT AND INTERVENTIONS
SINCE THIS ADMINISTRATION CAME ON BOARD IN MAY 2015, WE HAVE BEEN COMMITTED TO REVAMPING CRITICAL INFRASTRUCTURE IN SECTORS LIKE AGRICULTURE, EDUCATION, HEALTH, COMMERCE, ETC. THE 22 NEW RURAL ROAD PROJECTS INITIATED AND SPREAD ACROSS THE 17 LGAs OF THE STATE ARE ON-GOING. ALTHOUGH WORKS HAVE SLOWED DOWN DUE TO THE RAINS AND OTHER CHALLENGES, THE CONTRACTORS HAVE SHOWN COMMITMENT TO RESUME WORK IN EARNEST, WITH FURTHER DETERMINATION TO COMPLETE WORKS BEFORE THE END OF THIS YEAR.
WE HAVE ALSO CONTINUED TO TREMENDOUSLY BENEFIT FROM FEDERAL GOVERNMENT INTERVENTIONS IN KEY AREAS OF INFRASTRUCTURAL DEVELOPMENT AND OTHER SOCIAL WELFARE PROGRAMMES. YOU WILL RECALL, DURING MR. PRESIDENTS 2 DAYS OFFICIAL VISIT TO THE STATE, WE MADE SOME REQUESTS, WHICH WERE CLOSELY FOLLOWED UP. I AM PLEASED TO REPORT TO YOU SOME POSITIVE RESULTS AS FOLLOWS:
APPROVAL FOR REIMBURSEMENT OF OVER TWENTY BILLION NAIRA (N20,000,000,000) WE HAD COMMITTED IN CONSTRUCTION OF VARIOUS FEDERAL GOVERNMENT ROAD PROJECTS. WE ARE COMMITTED TO PLOUGHING BACK THIS MONEY INTO PROJECTS AND SOCIAL SERVICE DELIVERY FOR THE BENEFIT OF THE PEOPLE IN LINE WITH OUR CAMPAIGN PROMISES.

THE FEDERAL EXECUTIVE COUNCIL APPROVED THE SUM OF THREE HUNDRED AND FORTY-EIGHT BILLION, FIVE HUNDRED MILLION NAIRA (N348,500,000,000) FOR THE DUALIZATION PROJECT OF THE AKWANGA  JOS  BAUCHI - GOMBE ROADS. THE PROJECT IS BILLED FOR IMMEDIATE COMMENCEMENT FROM THIS MONTH. FURTHERMORE, THE LONG-AWAITED 45 KILOMETERS BABAN LAMBA  SHARAM ROAD HAS BEEN AWARDED AT A COST OFN19.39 BILLION. THESE BENEFITS ALSO INCLUDE THE ON-GOING CONSTRUCTION OF THE PANKSHIN-TAPSHIN-GAMBAR-SARAKAI-GINDIRI ROAD.

THE MANGU DAM WATER PROJECT, COSTING NINE HUNDRED AND SEVENTY-SEVEN MILLION NAIRA (N977,000,000) HAS HAD THE BALANCE OF THE CONTRACT SUM APPROVED FOR IMMEDIATE COMPLETION WITHIN THIS FISCAL YEAR.
PLATEAU STATE HAS ALSO BEEN LISTED AMONGST BENEFICIARIES OF THE TEN BILLION NAIRA (N10,000,000,000) PRESIDENTIAL PALLIATIVE FUND FOR DISPLACED FARMING COMMUNITIES, FOLLOWING VIOLENT ATTACKS AND CLASHES THAT HAVE LEFT US WITH LARGE NUMBER OF IDPs.
IN THE AGRICULTURAL SECTOR, THE APPROVAL FOR FUNDING SUPPORT FOR ENHANCED POTATO PRODUCTION AND VALUE CHAIN PLACES THE STATE AT GREAT ADVANTAGE FOR THE MUCH-NEEDED AGRICULTURAL REVOLUTION.
OTHER SPECIAL FUNDING SUPPORTS WILL COMPLEMENT OUR EFFORTS IN FAST-TRACKING THE RETURN AND SETTLEMENT OF THE AFFECTED COMMUNITIES AS WELL AS ESTABLISHMENT OF MOBILE POLICE OUTFITS IN CRISIS RIDDEN AREAS LIKE GASHISH.
WE REMAIN ETERNALLY GRATEFUL TO MR. PRESIDENT FOR THE DUE CARE AND ATTENTION ACCORDED BOTH THE CITIZENS AND STATE.
ELECTORAL AND SUNDRY MATTERS
THIS ADMINISTRATION REMAINS COMMITTED TO TACKLING ISSUES THAT TEND TO HINDER PROGRESS. WE APPRECIATE THE CONCERNS AND ANXIETIES OVER THE DELAY IN CONDUCTING LOCAL GOVERNMENT ELECTIONS. THE DELAY IS NOT DELIBERATE AS SECURITY ISSUES HAVE HAMPERED OUR EFFORTS IN CARRYING OUT THE EXERCISE. HOWEVER, WITH RELATIVE PEACE RETURNING TO THE STATE, WE ARE EXTENSIVELY CONSULTING WITH THE SECURITY AGENCIES; AND AS SOON AS CLEARANCE IS GIVEN THE PLATEAU STATE INDEPENDENT ELECTORAL COMMISSION (PLASIEC) WOULD SWING INTO ACTION AND CONDUCT ELECTIONS.

GOVERNMENT IS STILL MINDFUL OF THE ISSUE OF CLEARING THE BACKLOG OF NO WORK, NO PAY AND APPRECIATE THE PATIENCE AND UNDERSTANDING OF THOSE AFFECTED. WE ASSURE THAT THIS WILL SOON BE CLEARED AS OUR REVENUE BASE IMPROVES; JUST AS GOVERNMENT REMAINS COMMITTED TO PROMPT PAYMENT OF SALARIES AND PENSIONS.

CREATION OF CHIEFDOMS, DISTRICTS AND VILLAGE AREAS
YOU WOULD RECALL THAT ON ASSUMPTION OF OFFICE, WE PROMISED TO ADDRESS THE ISSUE OF CREATION OF CHIEFDOMS, DISTRICTS, VILLAGE AREAS AND REVIEW OF SALARIES AND WELFARE PACKAGES FOR TRADITIONAL RULERS IN THE STATE. THE ADMINISTRATIVE COMMITTEES THAT WERE SET UP HAVE COMPLETED AND SUBMITTED THEIR REPORTS TO GOVERNMENT, WHICH WERE IN TURN CAREFULLY STUDIED.
WITH GREAT REVERENCE TO THE TRUST BESTOWED ON US, WE RECOGNIZE THAT THE LONG-AWAITED CREATION OF CHIEFDOMS, DISTRICTS AND VILLAGE AREAS PLACES HIGH PREMIUM ON THE DESIRE OF GOVERNMENT TO UNITE THE PEOPLE UNDER ACCOUNTABLE TRADITIONAL INSTITUTIONS. RATHER THAN REMAIN AMBIVALENT IN THE FACE OF CONTROVERSIES, IT IS ONLY PROPER TO BE CONSCIOUS OF THE IMPERATIVE FOR CONTINUITY AND EMANCIPATION TO FULFIL THE YEARNINGS OF THE PEOPLE.
ACCORDINGLY, AS A DEBT OF HONOUR TO THE TEEMING POPULACE, GOVERNMENT HAS CONSIDERED AND APPROVED THE CREATION, UPGRADING AND RESTORATION OF NEW CHIEFDOMS IN THE STATE. HIGHLIGHTS OF THIS EXERCISE ARE AS FOLLOWS:
IN 2006, SOME NEW CHIEFDOMS WERE CREATED AND GAZETTED BUT WERE SET ASIDE BY THE IMMEDIATE PAST ADMINISTRATION, WITHOUT FOLLOWING DUE PROCESS AND APPROVAL OF THE STATE HOUSE OF ASSEMBLY. THESE CHIEFDOMS ARE HEREBY RESTORED.
TWO EXISTING CHIEFDOMS HAVE BEEN UPGRADED FROM 2ND CLASS TO 1ST CLASS STATUS; NAMELY, THE ATEN CHIEFDOM WITH HEADQUARTER IN GANAWURI, UNDER ATAR ATEN OF GANAWURI; AND THE ANAGUTA CHIEFDOM IN JOS NORTH, WITH HEADQUARTER IN GWONG, UNDER UJAH ANAGUTA.

THREE (3) NEW CHIEFDOMS HAVE BEEN CREATED, NAMELY IBAAS IN BARKIN LADI, NGAS IN KANKE AND BYAN IN LANGTANG SOUTH.
DETAIL BREAKDOWN OF THE EXERCISE ACROSS THE 17 LOCAL GOVERNMENT AREAS ARE AS FOLLOWS:

JOS SOUTH LGA:  The existing status quo of all Chiefdoms in Berom land remain and under the Chairmanship of the GbongGwom Jos with 1st Class Status.
JOS EAST LGA:  The existing status quo of all Chiefdoms in Afizere land remain and under the Chairmanship of the AgwomIzere with 1st Class Status.
JOS NORTH LGA:  The existing JOS IZERE CHIEFDOM with Headquarter in KatonRikkos, under AdagwomIzere is now restored to 2nd Class Status.
BARKIN LADI LGA:  A new Chiefdom, namely IBAAS CHIEFDOM with Headquarter in Ibaas, under DagwomIbaas is now created with 3rd Class Status.
BASSA LGA:  The existing three Chiefdoms, namely Rukuba, Pengana and Irigwe maintain their statuses, under the Chairmanship of Utu Ugo Kithe, with 1st Class status.
BOKKOS LGA:
KULERE CHIEFDOM with Headquarter in Siken, under the SafKulere is restored to 2nd Class Status.
MUSHERE CHIEFDOM with Headquarter in Ikgwahap, under MishkahamMushere is restored to 2nd Class Status.
KANAM LGA:  The existing two Chiefdoms, namely Jhar and Bogghom maintain their status quo of 2nd Class, under the Chairmanship of the Emir of Kanam Emirate with 1st Class Status.
KANKE LGA:  A new Chiefdom, namely NGAS CHIEFDOM with Headquarter in KWALL, under NgolongKanke is now created with 2nd Class Status.

LANGTANG NORTH LGA:  The existing Chiefdoms, namely, TAROH and ZINNI maintain their status quo with 1st and 2nd Class Status respectively, under the Chairmanship of PonzhiTaroh.
LANGTANG SOUTH LGA:  A new Chiefdom, namely, BYAN CHIEFDOM with Headquarter in Mabudi, under PonzhiByan is now created with 2nd Class Status.
MANGU LGA:
PYEM CHIEFDOM with Headquarter in Gindiri, under the Sum Pyem maintains its 2nd Class Status.

The existing DOROK CHIEFDOM with Headquarter in UngwanDadi, under Long Dorok is now upgraded from 3rd Class to 2nd Class Status.
The existing JAKTOE CHIEFDOM with Headquarter in DokanTofa, under Long Jaktoe is restored to 3rd Class Status.
The existing DERTENG CHIEFDOM with Headquarter in GidanGaladima (Lunuwang), under Long Derteng is restored to 3rd Class Status.
WASE  LGA:
WASE EMIRATE maintains its status and all the Chiefdoms in the LGA are under the Chairmanship of the Emir of Wase with 1st Class Status.

The existing BASHAR CHIEFDOM with Headquarter in Bashar, under Rekna Bashar maintains its 2nd Class Status.
KADARKO CHIEFDOM with Headquarter in Kadarko, under PonzhiKadarko is restored to 2nd Class Status.
MAVO CHIEFDOM with Headquarter in Mavo, under AkuJukun is restored to 2nd Class Status.

FELLOW CITIZENS, THIS IS A CONTINUOUS EXERCISE WITH RESPECT TO BRINGING GOVERNANCE TO THE GRASSROOTS ACROSS THE STATE. Atiku To Lai Mohammed: Stop Lying During Holy Month Of Ramadan

Atiku Abubakar, the presidential candidate of Peoples Democratic Party (PDP) has reacted to allegation against him by the President Muhammadu Buhari led administration, alleging that he has made treasonable statements.

In his reaction, Atiku said that it is not surprising that such a despicable lie is emanating from Lai Mohammed, who President Buhari aptly named Minister of Information.

Atiku, in a statement by his Media Adviser, Paul Ibe said that those who employed Lai Mohammed know that he’s a liar, who will even lie during the holy month of Ramadan.

The former Vice President, who said that only the guilt are afraid, added that Lai Mohammed is so associated with lies that even Vice President Yemi Osinbajo said, on Monday, May 13, 2019, that “people like Lai Mohammed, Abba Kyari, Adamu Adamu they are usually very well behaved during the Ramadan. But I’m not even sure that that is true anymore.”

“When we have a situation where even those who employed him know that Lai Mohammed is a liar, who will even lie during the holy month of Ramadan, then why should Nigerians be surprised at this latest lie?

“Mr Lai Mohammed is only being clever by half when he says ‘It beggars belief that a candidate who prides himself as a democrat can so allow desperation to becloud his sense of propriety to such an extent that he will be associating with anti-democratic forces or making inflammatory statements.’

“Atiku Abubakar is a man of peace and a thoroughbred democrat. It is preposterous that those who threatened to ‘soak the dog and the baboon in blood’ are now audacious enough to point the finger at lifelong democrats. Truly, if the farmer does not raise the alarm on time, the thief will accuse him of being a thief.

“How can a man who wined and dined with Nigeria’s most brutal dictator, how can a man who overthrew a democratically elected President and held a grudge against him even in death (as evidenced by the empty condolence register he left in Sokoto, last year) accuse a man who has never been as much as associated with such tendencies, of being an anti-democrat?” he said.

Asking why Buhari’s government is so desperate to implicate him, Atiku said, “we want to know why the desperation on the part of the Muhammadu Buhari government to rope in the Peoples Democratic Party and its Presidential candidate in phantom plots? Obviously, President Buhari wants to replay the Phantom plot saga of his now deceased mentor, who threw former President Olusegun Obasanjo in jail after falsely accusing him of treason in order to perpetuate himself in power.

“Could it be that they are now aware that the electoral fraud they perpetrated during the last Presidential election is about to be exposed beyond a shadow of a doubt?

“If anybody is ‘beating the drums of war’, it is precisely those who have issued statements threatening Nigerians and foreigners alike with ‘body bags.’

“For the avoidance of doubt, let me inform the minister of disinformation that Atiku Abubakar resisted the Abacha dictatorship, of which President Muhammadu Buhari was a prominent member, and it is his resistance and the sacrifice of his co-travellers, like chief MKO Abiola and Alex Ekwueme, amongst others, that gave rise to the democracy that the current government is now trampling on.”



The former Vice President, however, advised Lai Mohammed to face the alleged cesspool of corruption that has been exposed in his ministry.

The Kano State High Court has granted an order restraining Governor Abdullahi Ganduje from implementing the breakup of Kano Emirate.

Mr Ganduje signed a law on Wednesday which created additional four emirates, a move that was widely seen as a depletion of Emir Lamido Sanusi’s influence.

The matter immediately took a political dimension with the Peoples Democratic Party members in the House saying that the additional four emirates were not properly created, accusing the All Progressives Congress majority of disregarding extant parliamentary procedures.

TheNigerialawyer (TNL) recalls Gov. Ganjuje on Thursday assented to a bill seeking to establish four additional emirates in Kano.

The Emirates are to be situated in Rano, Gaya, Karaya, and Bichi

At least four leading Islamic clerics in Kano State have tendered their resignation from the administration of Governor Abdullahi Ganduje.

Those who tendered their resignation are Commander-General of Hisbah, Aminu Daurawa; the chairman of Kano State Pilgrims Board, Abba Koki; the Permanent Commissioner I at Shariah Implementation Agency, Abubakar Kandahar and; Permanent Commissioner II at Zakkah and Hubsi Commission, Nazifi Inuwa.

All the four copies of their resignation letters obtained by DAILY NIGERIAN were dated May 9, 2019.

Mr Daurawa, who is one of the very few clerics who condemned the governor’s bribe-taking videos during his Friday sermons, said in his resignation was based on personal reasons

“The resignation is based on personal reasons,” Messrs Daurawa, Kandahar and Inuwa said in their letters, citing personal commitments that coincide with the demands of the office.

But Mr Koki cited health ground and personal commitments as reasons for his resignation.

Last week, the governor indirectly accused Mr Daurawa of corruption, hinting that he would restructure the Hisbah Board for efficiency and quality service delivery.

Security Better Under Jonathan’s Govt Than Buhari’s – Northern Elders

The Northern Elders Forum (NEF) has said Nigeria fared better in terms of security under the past administration than in President Muhammadu Buhari’s time.

Recall that the presidency recently noted that insecurity level has dropped in Nigeria since Buhari came on board in 2015.

However, NEF has said that insecurity in the north is worse under Buhari, according to its Chairman Ango Abdullahi.

He regretted that Buhari is not doing enough to tame the rising level of insecurity in the country.

Speaking to Punch, Abdullahi said “I don’t understand what the reaction from the Presidency is expected to convey to the public.”

“They (Presidency) should be concerned that the security failures are everywhere, including the hometown of the President.

“Obviously, there is more insecurity in the North today than during Jonathan’s leadership.

The Police have arraigned Senator Ademola Adeleke, before a Magistrate Court in Mpape, Abuja on a fresh five-count charge on Tuesday.

Adeleke is, in the new charge, accused of forging a letter of attestation and result from Muslim Grammar School, Ede Osun State, which he allegedly submitted to the Independent National Electoral Commission (INEC) before he contested  the last governorship election in Osun State as the candidate of the People’s Democratic Party (PDP).

The police already have a similar charge pending before the Federal High Court,Abuja in which he is currently being tried with four others.

Adeleke pleaded not guilty when the charge was read to him, following which Magistrate Muhammed Suberu granted him bail at N2million with one surety, who must reside within the jurisdiction of the court.

The Magistrate also granted Adeleke permission to travel abroad to attend to his health as earlier granted by a Federal High Court in Abuja and a High Court of Osun State in Ikirun.

Senator Ademola Adeleke has been arrested by men of the Nigeria Police Force. 

The lawmaker was taken into custody on the evening of Monday, May 6.

Adeleke’s arrest was affirmed by the force spokesman, Mr. Frank Mba.

He said: “Senator Adeleke is currently in police custody. He was taken into custody in the evening of today 6th May 2019 in connection with ongoing criminal investigations touching on his person.

“Meanwhile, in the best tradition of natural justice and fair hearing, he has already been served with the relevant charge sheet containing his alleged offences in the presence of his Attorneys. He will be arraigned in a competent court of law tomorrow, 7th May 2019.”

In a move aimed at weakening the power of Kano Emirate, the state governor, Abdullahi Ganduje, has sought the approval of the state House of Assembly to create more emirates in the state.

Insiders said the governor is on coalition course with the emir, following the emir’s alleged support for the opposition PDP candidate in the last governorship election, Abba Yusuf.

A similar move was made about four decades ago by the late former governor of Kano State, Abubakar Rimi, when he created more emirates in the early 80s to settle scores with the late Emir Ado Bayero. But the emirates did not last long as the succeeding administration of Sabo Bakinzuwo dissolved them in 1983.

At today’s plenary, the Speaker of the House, Alhaji Kabiru Alhassan Rurum read a letter signed by one Ibrahim Salisu and others, seeking the creation of new emirates in Karaye, Bichi, Rano and Gaya.
